Basement Flooding in Gatineau: River Floods, Spring Thaw and the Quebec Rules an Ottawa Plumber Cannot Skip
Gatineau sits on the Quebec bank of the Ottawa River, and in 2017 and 2019 the river came into Pointe-Gatineau, Aylmer and the streets along the Gatineau River. Most basement flooding in the city is smaller: groundwater in the spring thaw, sewer backup in a summer storm, a sump pump that did not start when it was finally needed. This guide sorts the problems apart, explains what each fix does, and covers a rule specific to this side of the river: contractors need a Quebec RBQ licence, and an Ottawa plumber may not be permitted to do the job.

Three kinds of flooding
Sewer backup arrives from below, through the floor drain or a basement toilet, during or just after heavy rain, and smells like sewage; older parts of Hull on combined sewers see it in summer thunderstorms. Groundwater arrives at the wall-floor joint and through cracks and window wells during the thaw, when the ground is saturated and the water table rises. River flooding is a different scale: when the Ottawa or Gatineau river is above your basement floor, the water table rises with it and no pump keeps up.

What the fixes do
A backwater valve, the clapet antiretour required on most Quebec homes under the plumbing code, is a one-way flap on the sanitary lateral that closes when the sewer surcharges so sewage cannot flow back; while it is closed nothing drains, so do not run water during a storm. Many older Gatineau houses have one that has never been inspected; it needs a check and a cleaning. A sump pump collects groundwater from the foundation drain and pumps it outside; a battery backup keeps it running through the outages that come with spring storms, as the 2022 derecho showed on both sides of the river.
Extend downspouts well away from the foundation and make sure the ground slopes away from the house; it is the cheapest fix and the one most often skipped.

Who is allowed to do the work: the Quebec rule
Plumbing contractors in Quebec must hold a Régie du bâtiment du Québec licence and be members of the Corporation des maîtres mécaniciens en tuyauterie du Québec; both publish lookups. This matters in Gatineau more than anywhere: Ottawa is ten minutes away and full of plumbers, but a company without a Quebec RBQ licence is not permitted to do the work on this side of the river, and you have little recourse if it goes wrong. Ask for the RBQ number before booking, whichever side the truck comes from.
Installing or replacing a backwater valve or sump system may need a permit from the Ville de Gatineau; ask the plumber which applies. Quebec’s Consumer Protection Act gives you a cancellation period on contracts signed with an itinerant merchant, which includes a plumber who came to your door after a flood.
River floods and the next spring
If you are in a flood zone, the Ville de Gatineau publishes flood maps and seasonal advice, and Quebec’s disaster financial assistance program applies after a declared flood. Those are the tools for river flooding; a bigger pump is not. For everyone else, March is the month: lift the sump float, listen for the pump, look at the discharge line outside, test the battery backup, and have the backwater valve inspected. Check that sewer backup and overland water are both on your home policy; they are usually separate add-ons.
